CIVIC CENTER A DECADE-LONG DREAM FOR DECATUR CIVIC LEADERS

The grand opening of the new $4.1 million Decatur Civic Center culminates a decade long dream for a group of Decatur business and civic leaders who put their shoulders to the wheel to make the dream come true. The idea began to take shape when Don Robinson, president of the First National Bank of Texas, discussed the idea of a community-wide auction to raise funds for the project. Robinson, who had come to Decatur from Terrell, had experience with a similar auction there.

Several years after the auction began, work began in earnest on the project. In 1995, using a portion of the auction proceeds, the Chamber of Commerce funded a $10,000 study by the Center for Economic Development and Research from the University of North Texas in Denton.

The Economic Development Corporation set a final construction budget and the city sold more than $4 million in bonds for construction. Under the a formal agreement, the Economic EntranceDevelopment Corporation will make the annual debt payments and the city will pay for the center’s day-to-day operation. As the project progressed, the idea caught the eye of The Wall Street Journal 1995. “Tiny Decatur thinks big with civic center plans,” the headline read. General contractor on the Decatur Civic Center project was RBR Construction of Weatherford.  Richard Ringo is president of the company, founded in 1978. RBR’s commitment to quality has resulted in praise from clients and the presentation of the Marvin Black Award for a “commitment to excellence” from the Texas Department of Transportation. RBR provides all services to ensure a successful construction project, including architectural, structural, mechanical, electrical, civil, landscape and interior design, bidding and negotiation and site development.

The firm has completed several projects for school districts including an elementary school addition for Callisburg ISD, a warehouse/workshop for Jacksboro ISD, an addition for Santo ISD and an addition for Lipan ISD. A sampling of other projects include a service center for the City of Weatherford, office for the Palo Pinto Appraisal District, T-hanger for Spinks Airport in Burleson, an expansion fro Albertons’s Division Office warehouse in Fort Worth and construction of Driftwood 6 Theaters in Granbury.   The Decatur Civic Center is located on U.S. 380, across the highway from the Wise County Sheriff’s Department and just west of the Texas Department of Transportation area office.
